Good day,
Yesterday I logged in to my level 100 legacy character, and it cannot access any of the waypoints (therefore factions). Most idol slots are locked, as if the quests have not been finished. The highest act waypoints are the ones i reached with a practice run character the week before.
It seems like I have to re-do the whole campaign on the same character AGAIN, in order to access factions and unlock the idol slots. Is this correct? Perhaps there is an alternative solution?

Just browsed through it. The thread talks mostly about stash transfers between cycle to legacy, that’s not really the issue I’m facing.

If I played during beta, before factions were introduced, but have all idols slots unlocked, do I need go through campaign in order to get those factions levels?
Also, how to check if I got all passive points from campaign?
Update: found passive points (thanks to Llama), and regarding to factions, I have 2 act 9 quests active, I guess I just need to finish that line of quests and will join the faction.
It’s on the map screen, bottom left. You may have to press space or shift.

Is it an online, offline or true offline character?
Accessing the Bazaar/Observatory shouldn’t be an issue once Season 2 starts, since they can now be ported to from the faction screen as soon as you join them.
Can you access your faction screen (default Y key)? Do you have the buttons at the top enabled (Visit Bazaar/Observatory)? Do they work?
Can you access the end of time and monoliths?
Either way, that seems like a bug. I would start by verifying files with steam.
If offline, it’s possible you have a corrupted save. I think there’s a way to restore a backup save for these, you should search the forum for it. There was some issue recently with offline characters and stash and it was fixed eventually. I think the solution is in one of the patch notes for 1.1.7.x.
If online, use the in-game bug report tool.
If everything is working properly, no. You just need to go to Maj’elka and talk to the NPC that gives you the choice (I believe the exit is to the northwest) and join one of them. If you can’t talk to the NPC, I believe you can just enter the Bazaar/Observatory and join from there.
