Last Wish does not generate Sigils of Hope when using Warpath!
I have noticed this as-well. I have only noticed this with Warpath over the last couple of weeks.

Have noticed this as well. Though if you have an active Sigil while Warpathing it does seem to allow it to generate additional sigils. So a somewhat clunky workaround is manually cast one before starting to spin and try and keep 'em going from there.
Maybe the workaround will help debugging purposes.
EDIT: Actually only seems not to trigger if Sigils of Hope isn’t on your bar. So my “workaround” above was actually just because I put it on my bar to direct cast it.
