Keybinds fail if entering the game with different language keyboard layout

OS: openSUSE Tumbleweed
Game Version: Native Linux
Keyboard Logitech G213 Prodigy

Situation:

Enter the game (offline) with a non-Latin keyboard layout.

Problem: Keybinds don’t work apart from Escape. Also, changing the layout to English has no effect:

Solution:

Exit the game completely, change the layout and re-enter the game.

Changing layout whilst in-game does work for chat.
