Basically what it says. I’ve had lots of Soulfire Bastion stuff drop, plenty of Lightless Arbor, not a single Temporal Sanctum one.
Don’t know if they’re not supposed to spawn at all from that dungeon (in which case it should be stated in the node) or if I was just very unlucky so far. Not a single Julra item has dropped in an echo.
I haven’t done enough echoes this season yet to notice this but do know that they spawned last season, but were few and far between for me.
I have noticed that Soulfire packs are much much more common. I keep having those fire elementals on the map and I’ve had many mountain “sets” drop. Arbor seems to be rarer, but I’ve had several as well with the necrotic siege golems and I’ve had every unique drop as well, even if less.
But so far not a single Julra drop.
I didn’t play much last season. It was mostly the last 2 weeks before 1.3. But I still had this node and I was farming around 600c-ish quite intesively in the last week, but still nothing then or this season.
I guess it’s just very rare, although you wouldn’t guess it from the node. When I read it I assumed there was an equal chance for any of the dungeons, so maybe that should be apparent in the description?
That is rather implied in the thread title & the second sentence would be a bit odd if he didn’t have it.

As always with these things, I should have complained sooner. I just had Julra’s gloves drop in an echo. 
Fun fact: I got my first temporal key from such pack this season. But was wondering the same thing last one. 
I have had plenty of TS packs. They have dropped at least 2 helmets that I can remember.
