Just like a build that you shoot out a frozen orb and it shoots as it moves or something like that
I am not sure if I can spec frozen static orb or volcanic frozen orb to make something like that
Not exactly of course but does any one have anything similar or just suggestions for a mastery

Sounds like Cold converted Volcanic Orb.
Volcanic Orb is Fire baseline, but can be Cold Converted via Skill Spec Tree or Passive Tree.
And a 3rd option would be even Void-converted with a Unique.

Runemaster has the better passives and combined with 5 points into Sorcerer for Static Orb and the aforementioned Mage Passive to convert Volcanic Orb and Static Orb to Cold would let you pair with Frost Wall and Runic Invocation for a Blizzard style AoE. You could have two orbs, a wall and a blizzard with the 5th slot for Flame Ward (also cold conversion)

What better passives?
Be aware that the build Scipo0419 described doesn’t play anything like a D2 Frozen Orb build. You cast everything but the Frozen Orb, and your damage comes from stacking DoTs on the enemy. The blizzard in question is a DoT too.

Sorcerer is the clear choice for that kind of build.
yes well now i have to relevel I guess sigh
Why relevel? Just don’t follow that build and make your own 
bc I picked runemaster and I should have picked sorc no way to undo that
Yeah, so just make a Runemaster build that directly casts Frozen Orb.
