Is it normal that the challenger perk of the raptor only triggers once?

Hello, my question is simple, the challenger perk allow the raptor to use rampage near a boss of a rare enemy, but after triggered for the first time it stops. Is it how suppose to work this way ?

The node says it will rampage “if it encounters”, so I’d say it’s only supposed to do this the first time.
It’s just an auto trigger for the start of combat with these mobs and it will set the cooldown to half the normal cooldown. So it’s only suppoosed to be triggered once (otherwise it would be doing twice the rampages during the fight).
This makes it useful for rares, not so much for bosses.
