The place to go to Level? My Lich is 69 and I did only Monlith and it feels like forever to get past 70 or 75…
As long as you can handle it, the Arena can be an optional way to level.
Best thing to do is try it out 
I do know that at level 100 I can drop a skill and completely reskill by wave 30.
This is much quicker than MoF due to the waves of mobs vs moving through a map.
If you need items, do MoF.

Yeah much quicker - leveled 69-71 in a quite short time
