Increased Spell Damage per Skelleton Mage/Tooltip error or buff not applied

I have a witch cap with ‘22% Increased Spell Damage per Skelleton Mage’
If i equip this and check my ‘Spirit Plauge’ tooltip on the skill bar the damage per second does not show a change. I have four skelleton mage summons.

If I resummon the skelleton mage the tool tip changes to 3020dps to 3523dps.

I am unsure if this is a Tooltip error or buff not applied error.
