I’m using vanguard boots and Kestrel unique chest.
44% from boots and 18% from chest.
I go from 80%ms to 110%ms when I proc haste. I should be going to 128%.

I tested both Vanguard and Mercantile boots and the haste effect implicit is not applied. Haste effect from the Cuckoo did work as did the experimental boot affix. Hopefully this is isolated to the boot implicit and gets resolved.
