Right before and after the immortal summit, there were areas where the resolution dropped to lower than Diablo 2, the game became super fuzzy, barely playable. And as a result, the mobs were hitting me a lot harder, some mobs I have been fighting. The only way to describe it is bad static, everything got fuzzy, hard to even see. It was only those two areas. When I went anywhere else, the game played normal.
I have a gaming PC solely for gaming, no email, nada, only games. I don’t have a way to get you this.

This only happens during fights, I play with a controller, so no way to do this. If it happened in general, I could use my phone. If it happens again and I cant shoot video with one hand while I die, I will die, lol - I will do so.
Without the logs and screenshots its going to be very hard - probably impossible - for anyone to help you.
Surely you have a mouse/keyboard attached to the gaming PC and can use a browser on it?
How do you install games, run OS patches, install GPU drivers, keep the gaming PC up-to-date etc without this?
Without any further information beyond your description I can only guess that this issue could either be caused by a GPU issue of some sort or that the game install might be corrupted. (those are just educated guesses without more info)… For both those issues, you need to be able to navigate and access the OS on the gaming PC… One to verify the game files (if you are using Steam) and the other to check your GPU drivers & possibly do a clean safe mode GPU driver install…
