Why are some items on the top white ?
I don’t know what you mean by white on some items.
Either way, you shouldn’t follow that build. It’s very outdated. The passive tree has changed a lot and so did the skill nodes.
You should use only builds that are for 1.3, especially for necro and lich, especially because those will use primordials, which are a great power boost.

The white items are the base item you should choose for the Implicits.
I’ll second the notion of DJ, the build guide is severely outdated.
The recommendation is to take another.
As for the white items it’s been answered, those are the bases to be used.
The guide overall isn’t very good though. It should show the different stages of progression, including the uniques. Also it doesn’t tell you the proper blessings to use, which will make the build substantially weaker then it should be.
I found the guide from last epoch tools, so how is it outdated?
