If you get your cool down on a spell to be lower than your cast speed does this make your spell cast for that cool down spell faster than a non cool down spell? is cast speed a lower limit for cool down spells?

Yes, you can never cast faster than your cast speed, so any extra cooldown reduction you have in that case would be effectively wasted.
