Hi, I spent about 10 minutes just hitting the test dummy and Ice Barrage would not freeze the target.
I have the Frigid Barrage node at 3/5, and I can get Elemental Nova to freeze the target dummy. I ran through a zone just testing Ice Barrage and I registered zero freeze results on all mobs in zone. I was testing on a level 65 sorcerer. My tooltip for Ice Barrage states a 92% Freeze Rate Multiplier, and so I am presuming this is a bug. My character has a 385% Freeze Rate Multiplier listed. The chance to freeze is based on the target’s hp, and the training dummy has a phenomenal amount so shouldn’t be able to be able to freeze it. Are you sure you weren’t applying chill instead of freeze.
Freeze rate multi isn’t your chance to freeze, its a multiplier that the game applies to the skill’s freeze rate to then calculate the freeze chance. This should be listed in the game guide (G).
