Hello, I am quite a dedicated and long-time player of LE, and yet the Nemesis mechanic is one that I have never been able to find a consistent answer for how and when to best utilise it.
For clarification. This post is exclusively about the rewards from empowering, and in what conditions empowering gives you the best possible results. This post and questions in it apply to both the Exalteds and Uniques farmed and empowered in Nemesis. This post is NOT about the scaling of the difficulty of the fight itself.
Most forums and posts trying to answer the question give these three different answers:

Nemesis rewards scale with the level of the character doing it. (aka better rewards the closer the character is to level 100).

Nemesis rewards scale with the area level. (aka better rewards on any empowered monolith where area level is always 100, regardless of corruption).

Nemesis rewards scale with corruption. (aka better rewards the higher the corruption is on the timeline you empower Nemesis’ on).
Please people let me know. Is it only one of these, a mix of them, or something else entirely. Ive been doing Nemesis Towers on my level 100 character that can do my highest corruption, and never use the Egg for any other characters. It would be lovely to know if I could start using it on whatever character fits the actual requirements.

From my experience :
character lvl - no scaling
Zone lvl - yes. More chances for egg, more sum affixes possible
Corruption - yes and no. Yes for multiple exalted affixes,
No for better unique upgrade (both in affix tiers and chances for lp)
If something has popped up in nemesis on hm let’s say c500 - same stuff you’ll find after failing/running away. Even if you’ll go into dungeon, where zone lvl is lower.

Interesting. It will be great to hear other peoples experiences or opinions on this to compare and find a commonality.
I personally find that character level feels like it makes a difference, and corruption definitely to the exalteds, but using nemesis from unempowered into empowered never felt like a particularly big difference at all, outside of the increased frequency of eggs of course.
Maybe im just unconciously biasing my results based on an incorrect pre-conceived notion of what scales nemesis, since for a long time I thought it was exclusively character level that made any difference.

From what Mike said before about this, corruption doesn’t affect Nemesis at all, other than making them appear more often.
Only area level matters.
Character level isn’t important. You can jump to empowered monoliths at level 50 and you’ll still have the regular rewards a Nemesis would have with a level 100 character.

That would be pretty amazing. Though im curious how recently this was said, and if Nemesis has had any changes that may have impacted this after the fact?
I really struggled to find a concrete answer after digging through many posts and forums relating to this topic, do you think it may have just been a case of this comment by Mike not being amplified enough, and people ended up coming up with their own ideas on how it worked?
Sorry if this reply comes across as skeptical or accusatory, im just genuinely curious that I never found an official statement from Mike about this during my search!

Thats amazing, thank you. So what about character level? Was there an official statement about that and its interaction with Nemesis or is it just a common knowledge/implied thing? Either way, knowing it doesnt scale with corruption is a concrete, confirmed answer and I am very grateful!!
I don’t think there has been any statement (mostly because I don’t think they have been asked that). But nothing in LE is tied to character level. Which is why you often get drops that require a much higher character level.
After all, if RoAs aren’t tied to character level and can drop a level 80+ unique on a level 10 character, it’s highly unlikely that Nemesis is tied to it.
And mostly just observation. I have often jumped early into monos (like at level 25-ish) and Nemesis always had normal drops for that area, not dumbed down to my clvl.
