In short the crit chance buff from Warcry can stack with Crit Chance of Howl (Fenzy Totem passive). Here’s the problem (My theory). Warcry isn’t initially a buff, but has passives tthat can buff allies. Howl is a buff, but has crit chance as an extra. I’ll give you an example of how it works.
Works: Frenzy totem + Howl + Warcry
Does not Work: Frenzy/Warcry + Howl
This is tested with multiple different scenarios. But in short as I said, Warcry takes crit chance into account seperately, Howl just adds it onto its own buff from what I understand, therefor Warcry can stack on top of Howl, but not the other way around, cause you can’t stack 2 crit chance buffs on top of each other.
