I think you misunderstood how that kind of effect works.
You can’t and will not go over 100% HP.
Leech usually ceases once you reach full health. So all running instances of leech end suddenly.
The weapon will only make those leech instances not end.
This basically makes you tankier against incoming damage, because once you get damaged all instances of leech that are still running will immediately heal you again.

Well that depends on leech mechanic. Without overleech you get damage and start leeching after your own hit. That delay between dmg and start leech is what matter. With overleech that delay is zero. If you can tank damage that delay time window, then overleech is not that important.
And I forgot important part - how leech works, is it ticks every second? What about sources of leech?
Even on tanky builds it makes you a lot tankier. Because you have all accumulated leech kick in immediately. So it is not only the delay between getting hit and start leeching again. But leech takes a few hits to really build up to it’s maximum effect.
I don’t know the exact tick rate of leech, but leech is very smooth in LE. Each leech instance is happening over 3 seconds by default.
