I see that Upheaval has the fire tag next to it now, but I can’t find an item or skill node or passive to make it do fire damage. Please help me understand how this can happen, because I would love to try it out.

I don’t think there is one.
There have been times when those tags were incorrect. It’s possible that they intended to add some node or unique that converts to fire but didn’t have time to actually released it and then forgot to not add the tag.
Or it’s possible it’s just a bug and the tag shouldn’t even be there at all.
That was a misclick on our part. We will fix it. Definately not any sort of foreshadowing or anything…
