How does player power scale with level?

Do players gain anything besides +1 passive point with every level?

Like from 90-100 do we get %damage/%health increases as well or is it just the passives?

There was a minion tooltip in the character sheet that said something about minions’ damage or something scales with level. Makes me wonder if characters too.

There’s also the obvious, you can equip higher level gear, level skills higher, skills start at higher level and level faster when you respec.
