The internet is down at home and I have offline characters, so thought it would be great to play some Last Epoch.
I launch the game (offline mode), it reaches the ‘logging in’ screen and sits there for a little bit, then pops up a message saying Steam connection is required. I was under the impression that Offline meant, Offline and that an internet connection wasn’t required to play offline.
I had to figure this out for myself, but it is actually offline. You have to go to the Steam launch page, go into the properties, and then in the “launch mode” change it to “offline.” Then try launching the game, and you’ll have the option to play offline without a login.
You have to set steam itself to offline mode too if you have no internet. Steam checks your login with every game.

I had turned it on to automatically do offline and Steam was set to offline, but was hitting the problem.
I hot-spotted with my phone and then turned Steam offline and then it started started allowing me to login offline. Not sure why, perhaps I had to take Steam offline (while connected to the internet) for it to flag something? Anyway, im now able to play truly offline now.
It actually defaults to a prompt that asks you every time you run the game directly from Steam.
Unless you click the box to ‘remember my choice’. See, I didn’t click that , so worst case I can go into offline mode any time I want w/o internet.
In my experience (playing from a steam with a Steam Deck), as soon as I changed the launch mode within the properties of the game to “offline only,” then I never had to do anything else. Of course, my Steam Deck was in offline mode as well at the time too, so I’m sure that may have affected it as well.
