How does Added Spell Damage Scale for off-base added damage?

I have added cold spell damage on a skill that scales with lightning (e.g. lightning blast). Will increased lightning damage also scale the added cold spell damage since the scale is lightning? Or does it only scale the base lightning damage of the skill?

No, cold damage is not increased by increases that are specific to lightning damage.

% lightning damage scales all flat lightning damage the skill has, not just the base. % Elemental scales both though, as does % spell for a spell.
