How does a skill triggered by another skill work when a cooldown is added?

So more specifically, Elemental Nova. If I take the Infernal Nova node that adds a 4 second cooldown, and Frost Claw is casting Elemental Nova, will there be a 4 second cooldown between casts? Or is the cooldown only for direct casts?

Cooldown reduction wpuld work only for skills bind to keys menu on the bottom, nothing else.
