How do you shatter sets?

I am trying to figure out how to get set shards. Is there a specific rune or something else required?

There is a specific Woven Echo called “The Great Bridge” (The description of it explains that it is used for Set Crafting.

It is one of the common echoes located at this position:

I think that came through one of the woven echoes(or whatever they are called).

As in, you have to use the items that drop from the weave mobs/cemeteries and then put that in and do the echo.
