Generally lootfilters in LE work top-to-bottom and row by row. Each row is a rule. It defines a condition to show (or hide) an item. The very last rule at the bottom hides everything usually. If an item “drops” the lootfilter checks rule by rule if the condition matches. If it does match, it shows (or hides) the item and it doesn’t check further rules below the one that matched.
So to make it work effectively, the most specific rules should be at the top and the less specific ones towards the bottom.

Another good tipp to configure your filter, is to throw a desired item to the ground, while having the lootfilter panel open. You’ll see a number in brackets next to the items name. That corresponds with the rule/row number that makes that item show.

To answer your question: Make a new rule with “Visability” = “Show”. Set the “Condition” to “Affix” and for the “Properties” select all your desired affixes.
Move that new rule upwards row by row, until it is at your desired position/priority.
