How do I get it on my bar?
Click on the bar (I think it’s left click) then select the skill icon for Abomination.
Your necromancer is level 30 with 16 points in the necro tree. You need to spend 40 points in the necro tree to get the Assemble Abomination skill. So you need to get more levels.
