How do I enable mastery?

I’m trying to go Paladin and I have 20 points in Sentinel but it states that I have to complete a mastery quest in chapter 4. I have no idea what they mean by chapter 4, I 've never seen chapters in this game, I can only assume it’s like acts in POE ? I’m level 23 now, is this something that occurs later in the game ? I’m so confused.

It is, it’s part of the main quest, you can’t miss it. You’re probably not too far from it, it’s just after the end of the Ruined Era.
