Highest usable level not working with some item types

iam level 15, and i have recolor rule for highest usable sentinel body armor
i expect to see colored solar plate which is level 13 requirement,
next body armor is steel cuirass, which is level 28 requirement.
its not working
Same for helms and maybe other item types.
For boots and weapons its working.
