"Hidden Gems" quest NPC doesn't show up to start quest

I can’t start “Hidden Gems” because the quest giver just doesn’t show up. He wasn’t there when I first went through the area, and he didn’t show up when I later went back to do the quest and get the passive point. He does show up in the southern area where he gets attacked, but all that happens is I go through his dialogue and he disappears. Is there anything I can do to get that last passive point?

The passive point is not an issue, there are many more quests giving points than the cap of 15.

Apart from that I don’t know, never saw that happen in 40+ campaign runs doing all the quests. I feel sorry for you, it would totally ruin my playthrough.

Well, it wouldn’t really ruin the playthrough either. My 15 passives are done when I’m still needing 3-4 idol quests, so in the time you get them you should get another passive. Don’t know how they’re distributed, but it’s not unlikely.
Even if it didn’t, it would just mean that you need to progress a little further into the campaign past the bare minimum people do. I wouldn’t call that “totally ruining a playthrough”. A mild annoyance, at best.

EDIT: That being said, if there’s something wonky going on with the quest, it might be a bug and that would need fixing.

Apparently you didn’t understand (or read?) my post at all.

Let me try and rephrase:
I did say that the passive point is absolutely not an issue, as there are tons of other quests to get them.

However, as all my characters play all quests, I would feel extremely dispirited if I had a bug on one, and would probably stop playing the character. In other words, because of the missing quest (not the passive point) it would ruin MY playthrough.
But hopefully, nobody else’s playthroughs.

Ok. It seems weird to me that not being able to do an unimportant side quest would make you stop playing with that character, but I can understand and respect that.

I’ve often done similar things in PoE where I’ve felt the need to complete all side quests, even the totally useless ones. Not often, though. And I’ve never felt that I would drop the character if I didn’t.

Not judging, though. It’s a totally valid option. I was just surprised by it and was assuming you were talking in general terms. No disrespect meant.
