Not exactly sure how it happened, but I seem to be stuck on the final step of the quest “Speak with Rouj Zabat” and he is nowhere to be found in Maj’Elka. Tried relogging, closing the game, backtracking and repeating all the previous parts of the quest. He is just nowhere to be found.
