Herald of the Scurry only summons two squirrels

Currently Herald of the Scurry only summons 2 squirrels. I have a maximum of 5 wolves. Tentatively it appears to be something about the Primal Bond node in the summon wolf skill tree. When I remove the point I go to 4 wolves and can summon 8 squirrels.

I have this problem as well. I think it’s specifically related to the Tyrant’s Skull (though if you’re not wearing it then I’m at a complete loss) because when I remove it I can summon squirrels like normal up to their limit, but when the Skull is on it autocasts Summon Wolf and summons only 2 squirrels (thinking it’s summoning 1 wolf I guess). The icon then stays on Howl instead of summon.

The only “workarounds” I’ve found are both annoying:

1. When you teleport to an area where you can summon, just spam your summon key to manually cast it before you auto cast. I always get 2 less squirrels than I’m supposed to this way.
2. Un- and reequip the Tyrant’s Skull. You can summon your max squirrels but then have to reallocate your points every single time.
