Healing totems summoned by Totemic Restoration do not use the Spriggan Form's skill tree

The Druid passive Totemic Restoration’s 5 point bonus grants a chance to summon a healing totem on hit. However, healing totems summoned this way are unaffected by the nodes specced in the Spriggan Form skill tree. For example, if I spec into Spiked Totems, which grants my healing totems the ability to cast Thorns, then the healing totems summoned by Totemic Restoration will nonetheless be unable to cast thorns.

Additionally, the healing totems summoned by Totemic Restoration do not count towards the healing totem limit of the Spriggan Form tree. I.e., if my Spriggan form has a limit of two active healing totems and I already have two healing totems summoned, then proccing Totemic Restoration results in a third healing totem being summoned without unsummoning one of the pre-existing healing totems.

Don’t think it’s a bug since the healing totems summoned by Eterra’s Blessing aren’t affected by the Spriggan Form’s tree either. Unless explicitly stated (such as Flame Ward converting all Fire Auras), thing X cast by one skill won’t be affected by a different skill’s tree if the other skill can also proc it (eg, void rifts created by the various Void Knight skills are only affected by the skill tree that creates them).

I asked the devs on Discord if this was a bug or intentional and they said bug.
