Just a very quick question: does healing effectiveness increase the “heal on glancing blow” gained from the Thiefguard passive?

No.
Healing effectivenss only affects heals.
Health gained on X (block, GB, dodge etc.), aswell as health regen and leech are not affected.
This is also stated in the tolltip within the character sheet, when you hover over healing effectiveness.

Does “health gained on X” scale with anything, or is it just as-is?

Nope, just the frequency of X (more hits/glancing blows/blocks/etc per second).
