Healing Effectiveness does not scale Healing over Time of Healing Hands ( Lingering Warmth )

Hello,
i am not 100% sure this is a Bug, but if not its poorly worded ingame.

As the Titel describes the Healing over Time (HoT) - Lingering Warmth does not scale with Healing effectiveness.
It might be my understanding that is mistaken but i thought healing effectiveness does scale all heals. Lingering Warmth does State that it Heals for 3 Seconds every Second thus it should scale.
I have tried searching finding something about it, but couldnt find any mentioning if this is intended behaviour.
