I’m playing a minion build and have a single point in Harvested Legions. I never had any trouble getting the Vanguards to appear until I tweaked my build by replacing Spirit Plague with Summon Volatile Zombie. Now I get zero Vanguards even after hours of play.
I guess I’ll respec the points in Summon Volatile Zombie to get Shepherd of Thralls but I was hoping to use my passive point to get more minions.
