Harvest Legions Node does not work

Acolyte => Lich => Harvested Legions Passive Skill Node does not Summon Vanguard Skeletons or the chance to summon rate is too low.

Also, before the Sands of Majasa update, I had 3 points in the Wraith Bringer Passive Skill Node which was replaced by Harvested Legions. I was not refunded my 3rd Passive Skill point.

Does anyone know if this is a known bug or if anyone from the development team will see this?
