Harbinger of Ruin quest bugged, can't spawn harbingers (fixed)

UPDATE: FIXED. I was able to join a friends Harbinger fight and got the kill, which started the quest progression and prompted me to join the new faction.

My quest to access the Harbinger content seems bugged out, and won’t let me progress the quest chain. I joined some friends who were further ahead in the quest progression than I was, and died while they killed their first harbinger. I hadn’t yet finished any timelines or gained the Harbinger of Ruin quest when they spawned theirs, and it seems like I’ve gotten stuck in some bugged quest state as a result.
Playing solo, I haven’t been able to spawn any harbingers after killing any bosses. I’m at ~140 corruption and have completed timelines attempting to get it to work, but no harbinger spawns after the fight and theres no option to spawn one before entering the fight.
I haven’t been prompted with an opportunity to join the new endgame faction, which I presume is a consequence of the bugged quest state.
I gained the waypoint to the Shattered Road by warping to my friends character, but talking to the NPC doesn’t seem to progress the quest. It says I received a Harbinger Crest, but I have no option to use it when finishing timelines, so I can’t get a Harbinger to spawn as far as I can tell.
My interpretation of what’s happening is that I’m on part 2 of the quest without actually completing part one, but I’m not certain of that.

Probably what you’re experiencing is the issue I have with the access to the Forgotten Knights faction and the Harbingers. On any characters that are already doing Empowered monos, they still have to go to one of the level 90 monos and do them at level 90 (non-empowered) in order to get a Harbinger to spawn and start the quest line.

This should not be the case. If a character is already doing Empowered monos, then they should be able to start the quest line and access the Forgotten Knights faction by doing Empowered monos.

I have had to go back and build up stability in a level 90 mono and do the two quest echoes before being able to fight the boss and then having access.

Hopefully the devs are tracking this and planning on making some changes to make it more user friendly.
