Hammer throw bug

hammer throw wont hit marsh beetles

i have specced hammer throw to go into a spiral
when i use hammer throw against marsh beetles, it never hits
looks like the beetles are not tall enough to be hit

is this a bug?

edit: looks like rampant (taller) marsh beetles can be hit
