I got my second Hakar’s Phoenix drop last night and it shows +2 to level of primalist melee skills, however when I equip the Hakar’s I only get +1 skill levels. This may be due to some interaction with my second Hakar’s Phoenix or my Thorn Slinger?
So my immediate guess is that for some reason the +Skill levels on Hakar’s is rounding down for some reason (if it’s a float value behind the scenes maybe)
This could be similar to the issue already reported with another Unique - Aurelis - when 2 are used in dual wielding, the total +# skill applied doesnt match the combined total of the two items…
Based on your report, I would guess that this is a bug when dual wielding skill boosing unique items and not just specific to a single unique.
I thought so too at first, however if I just equip the legendary Hakar’s from the images as my only weapon it also only gives +1 skills. It appears like the +1-+2 range on the Hakar’s is a float that is rounding down on the engine side but rounding up on the item tooltip side.
According to what I can find on the discord that does appear to be the case.

Can confirm now that I’ve found a few more of the item. I now have 2 Hakar’s Phoenix that give between +1.5 and +1.74 to primalist skills. And I have another 2 that give between +1.75 and +2.0. If I dual wield the combinations I can get +3 skill points or +4 skill points depending on the pairings.
