Gaspar minimap blank square in council chamber (offline)

On reentering a game where I logged off in the Council Chamber, there’s a white square on the minimap where Elder Gaspar stands. (Had completed all his quests.)

Edit: the white square persists with the full screen map, but leaving the zone and reentering fixes it.
