Do your homework but some apps you may be running will affect the game engine.
after a period of trial and error I discovered the software called L-Connect that comes with Lian Li fans for lighting control was causing it.
In my Scenario:
NZXT CAM = good
AMD Adrenaline Software = good
G Skill Trident lighting = Good
ASUS AI Suite = Good
One Drive - Good
Windows Security = Good
Discord = Good
Steam = Good [ no overlay ]
L-Connect = Bad
