Game doesn't save 4 points spec into Arcing Power

I’ve tried 3 or 4 times over the last few days to put my 18th point into Arcing Power level 4. When I restart the game, it is not saved. I put one point into Lightning Attunement instead, and this saved successfully. I don’t understand why, after assigning the 18th point, it still says level 17+1.

Did you unequip a piece of gear with +1 Lightning Blast on it?

Thank you for the quick response. Yes, that was it. I must have removed it to craft something onto it. The description for +1 lightning blast shard doesn’t really explain how it works. It says +1 but doesn’t say +1 skill point, so I had no idea that’s what it did. It’s more valuable than I thought.
