I tried entering Welryn Docks as a fresh character and for some reason the game crashes every time. I’ve tried lowering the graphics but it doesn’t make a difference.

Have you done the usual things to try and resolve this?
Verified the Game Files via Steam - very important step as what you describe could very well be a corrupted install.
Made sure that your GPU drivers are recent (no older than 3 months) & installed via CLEAN installation not upgrade?
Made sure your Windows OS is updated and there are no failed or outstanding patches waiting for approval?
Disable any secondary apps while testing LE - this includes things like Steam overlays and anything else you may be running. Doesnt matter how irrelevant you might think they are, just temporarily dont run them to see if they are having an effect.
Those are the default things to try if experiencing issues with LE…
In addition - performance related issues do present themselves as problems unloading & loading into new maps like you describe. Lowering in-game settings does impact these kinds of problems but its important to change settings dramatically to test this - small incremental change is unlikely to confirm that you are having a performance related issue. I.e. you need to drop your settings to the testing defaults - 1080p, 60fps framerate limited (not vsync), all quality to Very Low with special features disabled or on their lowest setting… If the problem goes away at these settings then its likely that you are having a performance issue and simply need to test at what settings your hardware can handle things more stably.
A last pointer… If you are using any special devices / controllers / virtual audio or something else that would be considered abnormal for a typical setup, make sure that the software and drivers for these components is up to date and not reporting any problems.
Thank you for the advice! I didn’t think of verifying the files on steam 'cause I didn’t move the game folder since installation, but that seems to have worked.
