Frostbringer + Power of the Storm = Storm Bolts Not Proccing

Stormbolts do not proc via Power of the Storm when the Storm Bolts were converted into Cold via the Frostbringer node in the GTS.

Test Steps:

1. Zone into any level/map where mobs appear
2. Achieve the requisite number of Maelstrom stacks to proc the Storm Bolts and observe them proc as intended while in default lightning form.
3. Spec into Frostbringer…and observe no bolts proc’d.
4. BTW, stormbolts do not proc against training dummies in the arena regardless whether they default as lightning or cold

Additionally, I used the following methods to achieve the maelstrom stacks to see whether the issue extends into how maelstrom is casted:

1. Manually casting Maelstrom to achieve stacks, and
2. Using Warcry to proc maelstrom + other nodes to bring the stack count higher upon warcry cast + other nodes to bring the requisite number of stacks down from 6 to 3.

This is observed in version 1.0.1.2 as of 3/7/24.
