I got a ring that gave +1 to static, while comparing numbers between two rings I noticed the skill point it gave stayed between gear swaps and I got a new one whenever I reequipped the ring. These points stayed through relogs and reloads

If you look, it unspecced a point in a different part of the tree. The first node on the bottom left of the starting point goes from 4 to 3 when you unspec, so the total number stays the same.
