I have 257 mana , 3 int , with 1 point in Energy Overflow , the damge will be 257x0.12x1.12=34.5408,it"s 35 when hitting dummy ,seems ok.
then we add 103 spell damage, the damage should be (103+257*0.12)*1.12=149.9008,but it’s 213when hitting dummy.
Lightning wave has a base damage of 15 (which doesn’t seem to be in your calculations). So with added spell damage it would become 118.
This would be a x7 increase, or thereabouts, so it seems like the result is what’s expected.

Base damage (15) + flat spell damage (103) + flat samage from Energy Overflow (30.8) = 148.8 x 1.12 (int bonus) = 166.7.
So the OP most likely has some other sources of % increased spell/lightning/etc damage or other flat damage. Plus there’s the +/- 20%(?) damage variance that he may not be taking into account. From the above figures I’d expect hits between 200 & 133.
the dummy always take same damge when lightning wave hit ,you need to test yourself to see , also i don’t have any other inc or more damge ,because I tested other skills, it works as normal
if you count 15 then damge should be (15+257x0.12)*1.12=51.3408,but when you hit dummy it’s 35
also the wording here"You unleash waves of lightning with base damage equal to a percentage of your maximum mana"feels like it overwrite the 15 base
I don’t really know what is going on behind the scenes. I guess this would be a good question to ask Mike directly on discord in the ask a dev channel. I would advise you to go there and ask it, he usually answers these types of questions.

If you really think it’s bugged, you should report it using the in-game bug report tool.
But it’s possible that it isn’t and we’re not figuring out what the correct formula is.
That’s weird by itself as only DoTs have no damage variance & Lightning Wave isn’t a DoT.
lignting blast ,meteor, this two also works ,you need to have basically no inc or more to test,maybe all skill at low damge have no damage variance

No, all skills that don’t hve the DoT tag have a damage variance of +/-20%. It’s less noticeable at lower damage figures because the numbers are smaller but it’s still there.
