No, they’re capable of getting too much ward. Charging the amount of ward retention you get from Int affects higher values of ward more than lower values (ie, the problematic builds) so this is likely the least worst way of curbing the power at the top end without fucking over the lower end.
Indeed, there are quite a few other threads about this which is why we need more.

If Int is going to stay at 2% Ward Retention, I think there is room to explore if int can also grant ward decay threshold. This brings up the base amount of ward (and hence survivability) for builds with low amounts of wards, much more than it does for high levels of ward.
Alternatively, there needs to be more access to ward decay threshold in the mage passive trees.
