Firebrand - Hypothermia not applying stacks when Incinerate is selecte

Currently playing a Spellblade and I noticed that while having “Hypothermia” selected on the Firebrand skill, AND Incinerate, when I use Shatter Strike, I get the extra damage, but not the application of Frostbite on the target.

Once I removed “Incinerate” from the Firebrand skill, Shatter Strike is able to apply Frostbite stacks on the target.

Is this intended?
