Factions system in Offline Mode?

I have a question about the Factions and the Offline Mode.
Supposing that The Merchant’s Guild faction is’nt available for an offline Mode character because you cannot trade offline.
Is the Circle of Fortune faction is available for an offline mode character ?

This was already answered multiple times today. Both factions are available offline, you just don’t get anything from MG.

I was not able to join any of the factions with legacy characters, neither online or offline ones. Is it a bug, or existing legacy characters are excluded from the factions?
If I start a new legacy character in offline (to use at least some of the accumulated gears), will it be able to join the CoF?

You can join with legacy characters. Just don’t bother talking to Zerrick in Maj’elka. Instead, enter the exit to the NW, which doesn’t lead to a normal zone but to the new zone where Zerrick will be there and start you off.
