The NPC to join the faction is missing for every new softcore character in Keepers Camp. My first hardcore char died (rip) who unlocked the factions, then I created new characters on softcore who are all missing the mentioned NPC. Seems the unlocked Faction tag(?) doesn’t convert to softcore characters since it was archived in hardcore. Might be an oversight since I get the NPC with new hardcore characters.
*Workaround: Get other player in party who has the waypoint to Observatory and portal to player, then finish the quest to join a faction at Galila NPC
