Exulis dropped uncorrupted, but can't be corrupted?

I have an Exulis, it is not corrupted or at least not written any where that it is otherwise.

I tried to corrupt it, the forge CONSUMED my corruption rune. Nothing happened. The item stayed EXACTLY the same.

Is this a bug?

Ps: 20 mins later, I tried again, it worked. But RIP to my 20+ corruption runes.

I farmed about 5 Exulis now, the problem persists. Definitely a bug
