EXPLOITABLE BUG: high level tier-3 nemesis rewards from a low-level tier-3 nemesis

  1. Go to a high level zone (say 100).
  2. Challenge Nemesis twice to get his rewards to Level 100 Tier 3
  3. Go run Lightless Arbor Tier 2 - level 22 until you find Nemesis spawn (or use a devtool to spawn him)

WITNESS: you fight a turbo easy level 22 tier 3 nemesis who insta-dies, because Nemesis is scaled to the zone he appears in… but you still get level 100 tier 3 rewards from him (possibly even boosted by dungeon?)

EXPECTED: not to be able to get high level rewards from a low-level nemesis… this seems exploitable.

There are a few simple ways to fix this:

(a) Best option: do not allow a tier 2/3 nemesis to spawn in zones too low-level for his rewards (there could be a small amount of grace, like 90-95% of reward level)

(b) always spawn tier 2/3 nemesis at the level of his rewards, not the level of the zone… this will be easier than it should be, because the mobs around him could be low level, which will make fighting him easier, but maybe it doesn’t matter

This problem also occurs on the flip side… where if at player level 100, you spawn a tier-1 nemesis in a level 20 zone, if the rewards are set at level 20, then you go to a level 100 zone, you are going to be fighting a level 100 nemesis to get level 20 rewards.
